The last technician told me the only way to remove my virus/malware was to erase my hard drive then reinstall Windows. Is this true?
Most infections CAN be removed. You were told this very likely because it was the "easy" solution. It was easy because it took less time, the technician did not know how to remove the infection or they didn't want to take the risk that they may miss something. The problem with this course of action is that there is a limit to what can be backed up before the infection itself is backed up and then restored. Also, some of your settings may not be restored and you may need to reinstall some of your programs. This takes a lot of time that the technician may not help you with.
